The Orange County Planning Division is currently seeking Planners to join our Community Planning & Placemaking Section. This Section is a progressive team of professionals that manage a variety of exciting projects to support the county’s goals for targeted growth and quality redevelopment.  More specifically, the section is looking for applicants with an educational background and/or professional experience in urban design and planning, architecture, or landscape architecture, to help us develop creative and innovative solutions for complex urban problems.

 

REPRESENTATIVE DUTIES:

PLANNER I – URBAN DESIGN

  • Coordinates community planning tasks for targeted growth areas including public outreach, existing conditions analysis, visioning and design, regulatory updates, infrastructure and service needs, and adoption.

     

  • Reviews proposed plans and code standards.

     

  • Proposes strategies and recommendations supporting the implementation of a project's goals and objectives.

 

  • Prepares graphics and illustrations such as conceptual plans, site plans, hand sketches, 3D massing models, elevations, sections, or other products commonly associated with urban design projects.

 

  • Participates in meetings with stakeholders, special interest groups, homeowner associations, developers, and the general public. Prepares documentation or supporting materials for public meetings, including maps, diagrams, handouts, agendas, and PowerPoint presentations.

 

  • Provides customer service to members of the public, officials, and the development community regarding regulations, policies, land development potential, administrative procedures and other planning-related matters.

 

PLANNER II / PLANNER III – URBAN DESIGN

 

  • Assists the Section Chief with project management, including tracking project's goals and objectives, timeline, phasing, scheduling, milestones, tasks and deliverables.

     

  • Independently manages projects and specific tasks under limited supervision.

     

  • Manages scopes, schedules and deliverables, while coordinating with other team members, external collaborators, or partnering agencies.

     

  • Tracks the status and progress of own projects and tasks.

MINIMUM QUALIFICATIONS:

 

PLANNER I – URBAN DESIGN

 

  • Master’s Degree in Urban Design, Planning, or Architecture or closely related field of study, or a Bachelor’s Degree in Urban Design, Planning, or Architecture or a closely related field of study and one (1) year of progressively responsible experience in urban planning; or, an equivalent combination of education and experience.

 

PLANNER II – URBAN DESIGN

 

  • Master’s Degree in Urban Design, Planning, or Architecture or closely related field of study and two (2) years of progressively responsible experience in urban planning; or, a Bachelor’s Degree in Urban Design, Planning, or Architecture or a closely related field of study and four (4) years of progressively responsible experience in urban planning; or, an equivalent combination of education and experience.

     

PLANNER III – URBAN DESIGN

 

  • Master’s Degree in Urban Design, Planning, or Architecture or closely related field of study and four (4) years of progressively responsible experience in urban planning; or, a Bachelor’s Degree in Urban Design, Planning, or Architecture or a closely related field of study and six (6) years of progressively responsible experience in urban planning; or, an equivalent combination of education and experience.

 

PREFERENCES:

 

  • Experience in preparing and presenting visually rich plan documents and presentations.

     

  • Experience preparing form-based codes and design guidelines.

 

  • Strong project and team management abilities and intuition.

 

  • Professional certifications and professional memberships commonly associated with Urban Planning and Design are encouraged. Some examples include: the American Institute of Certified Planners (AICP),), American Society of Landscape Architects (ASLA), American Institute of Architects (AIA), and the US Green Building Council’s LEED-ND.

 

  • Closely related degrees that may be considered include, but are not limited to:  Urban Design, Town Planning, Architecture, and Landscape Architecture.

 

PLANNER I – URBAN DESIGN

 

  • Demonstrated experience with PowerPoint, SketchUp, Photoshop, Illustrator, InDesign, AutoCAD, or other specialized software.

     

  • Understanding of form-based codes, traditional neighborhood design (TND) principles, transit-oriented development (TOD).

 

PLANNER II / III – URBAN DESIGN

 

  • Demonstrated Project Management experience.

     

  • Ability to visualize and express complex planning and design concepts, taking in consideration site-specific conditions and constraints.

 

  • Hand drafting / artistic skills, which may include traditional graphics and rendering techniques, digital paintings or renderings, or 3D modeling.

 

  • Knowledge of Geographic Information Systems (GIS) principles and applications. Experience with ESRI's ArcGIS and GIS-based spatial analyses, research, mapping or modeling.

 

  • Demonstrated experience with PowerPoint, SketchUp, Photoshop, Illustrator, InDesign, AutoCAD, or other specialized software.

 

  • Understanding of form-based codes, traditional neighborhood design (TND) principles, transit-oriented development (TOD).

SALARY INFORMATION:

 

PLANNER I – URBAN DESIGN

 

  • Starting Salary $19.91 - $31.84 per hour based on qualifications.

 

PLANNER II – URBAN DESIGN

 

  • Starting Salary $23.38 - $37.43 per hour based on qualifications.

 

PLANNER III – URBAN DESIGN

 

  • Starting Salary $26.17 - $41.27 per hour based on qualifications.
