Under limited direction, coordinate, supervise, and manage comprehensive planning in the Department of Planning, Housing & Sustainability, which includes updating and overseeing implementation of the Boulder Valley Comprehensive Plan, land use planning, area planning, ecological planning, historic preservation, community engagement, Planning Board and City Council coordination, relevant operations of the Planning and Development Services Center, and special projects as needed.  As a member of the PH&S team, model and support an emphasis on organizational development, training and skill development, problem-solving, critical thinking, effective communication, continuous improvement, effective and efficient service delivery to the public and co-workers, accountability in completion of tasks, appropriately incorporating the principles of community sustainability into work on a routine basis, and perform related duties as required.

DUTIES & RESPONSIBILITIES:

1. Manages and directs the Comprehensive Planning Division of PH&S.  This includes:
• Ensuring the timely completion of work program items;
• Prioritizing City Council work plan items with the team; 
• Supervising the work of staff planners to ensure the consistent and accurate presentation of materials related to comprehensive planning, ecological planning, and historic preservation matters;
• Creating a workplace climate for staff to do their best work; focusing on staff well-being and promoting staff development;
• Coordinating activities with other divisions within PH&S and PD&S, other city departments, the City Attorney's Office, and other governmental bodies and entities;
• Managing the preparation and presentation of items before the Planning Board, the Landmarks Board, and City Council;
• Overseeing public engagement efforts performed in association with comprehensive planning activities; and
• Managing or participating in updates to the land use code or other sections of the Boulder Revised Code in association with the City Attorney's Office and other city work groups as appropriate.
 
2. As a member of the PH&S and P&DS management teams, provides leadership and perspective and manages for vision and purpose to contribute to the development, implementation, monitoring, and reporting of the following:
• Articulation and promotion of service delivery by identifying goals, developing and implementing work plans, and establishing and monitoring work measures to achieve results that are in alignment with the objectives of the PH&S strategic plan and/or City Council work plan;
• a comprehensive customer service program;
• the annual work program of the division;
• fiscal management; and
• continuous service improvements.
 
3. Has strong technical know-how in the planning field and understands and demonstrates enthusiasm to continually update job knowledge regarding city planning, urban design, city zoning and land use regulations, historic preservation and ecological planning methods, and the Boulder Valley Comprehensive Plan.  Remains aware of and is sensitive to community issues impacting comprehensive planning.
 
4. Manages special projects as assigned. Provides technical assistance to advisory groups, boards, and committees.  Develops and administers contracts for consultants as needed.
 
5. May be assigned acting status in the absence of the department director or deputy director, including supervising staff, approving documents, coordinating work, and attending public or city meetings.
 
6. Other:
• Performs related duties as required to meet the needs of the city.
• Takes proper safety precautions to prevent accidents.  Responsible for the safety of self, others, materials, and equipment.  Uses all required safety equipment and follows all safety regulations, policies and procedures.  Reports all accidents and damage to city property.
• Takes responsibility for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.
 
Generally, duties are listed from most to least critical or time consuming.
 

QUALIFICATIONS:

REQUIRED MINIMUM QUALIFICATIONS:
Master's degree in city planning, landscape architecture, or related field, plus a minimum of seven years of progressively responsible planning experience in comprehensive planning, or any equivalent combination of education and/or experience.  Extensive supervisory and leadership experience including skill in motivating others and promoting innovation. Ability to work in difficult situations under limited supervision.  Demonstrated ability to work under pressure, to pay close attention to detail, to coordinate tasks to completion and provide quality control for customer satisfaction.  Excellent verbal and written communication skills, public process facilitation skills, ability to make public presentations and to produce high quality written documents. Strong conflict management, negotiation and consensus-building skills. Knowledge of city government functions and issues. Valid Colorado driver's license and acceptable motor vehicle record.
 
DESIRED QUALIFICATIONS:
Working knowledge of the City of Boulder's software applications and systems.  Experience in research, public policy, report writing, and governmental budgeting. Familiarity with municipal codes and design standards.  Demonstrated abilities in historic preservation, urban design, architecture or environmental planning.  Related professional experience with an active and highly engaged university community.
