Bring your enthusiasm and skills to the Bureau of Development Services (BDS) as a Development Supervisor II.

Development and development review touches everyone.  Persons with questions and permit applications for land use, construction, and other improvement projects come to the BDS offices to speak with knowledgeable staff for these services.  The Development Services Center (DSC) is sometimes the only contact with the City of Portland that people have.  Experiences there shape opinions and the credibility of the City.

BDS currently has the opportunity for two (2) successful candidates to fill the role of Development Supervisors who will lead the teams that not only are the first point of contact in the DSC, these teams perform the work which knits the permit review process from start to finish.

Ideal candidates are seeking purposeful work, and are interested in sharing their talents to not just lead our teams, but support them and all stakeholders in enhancing BDS processes.

These supervisors will be change agents within the Bureau, identifying trends within the industry and developing appropriate permit processing responses, as well as being a front-line implementer of the Bureau Technology initiative – Portland Online Permitting System.

This position participates in the Bureau Leadership Team, collaborates with other program supervisors and division managers on the development of Bureau policies and procedures; promotes equitable delivery of services.

To Qualify

The following minimum qualifications are required for this position are below.  Please be sure to provide sufficient information in your responses to the supplemental questions and your resume to display to our subject matter experts the extent of your qualifications:

  1. Knowledge of engineering, building and construction principles, practices, codes, standards and laws applicable to the area of specialization.
  2. Knowledge of federal, state and city laws, codes, standards, policies, and permit processing rules as related to assigned functions and programs; knowledge/understanding of finance and budgeting strategies;
  3. Ability to review and interpret permit documents, development and construction documents, codes, ordinances, regulations and other complex technical documents, and communicate information clearly and effectively orally and in writing.
  4. Ability to interact effectively, define issues, analyze problems, engage in problem solving and team building, and partner with citizens, community groups, developers, construction supervisors, bureau management, employees of other City bureaus and development professionals.
  5. Ability to organize, set priorities and exercise sound independent judgment; To plan, assign, supervise and coordinate the work of professional and technical subordinates.
  6. Ability to understand, interpret, explain and apply complex City rules regarding permit related policies, procedures, laws and regulations regarding permitting activities.
  7. Ability to train others in work processes and procedures, while serving in the role of change agent as new programs and processes are developed and implemented.
